Management of Chemical Substances

We securely control the chemical substances
to prevent pollution.

Basic Concept

Pioneer manufactures and sells electrical and electronic equipment such as car navigation and audio products.
We continuously pursue efforts to minimize environmental impacts from chemical substances used in these products.

Response to Chemical Substance Regulations Worldwide

As regulations to control chemical substances used in electrical and electronic equipment, there are "RoHS Directive" *1 and "REACH Regulation" *2 in Europe, "TSCA Regulation" *3 in the United States, and "JCSCA" *4 in Japan. These regulations were originally enacted in developed countries. However, in recent years, regulations similar to the "RoHS Directive" have been introduced or planned in Asian, Middle Eastern and Latin American countries. Regulation has been rapidly promoted around the world. In order to respond to changing regulations, we also proactively participate in domestic industry organizations *5, then make efforts to collect information, and further, expand similar activities in our Asian, European and US offices and address to acquire more accurate information more quickly.

RoHS Directive: Abbreviation for Restriction of Hazardous Substances.
EU Directive concerning chemical substances contained in electrical and electronic equipment.

REACH Regulation: Abbreviation for Registration, Evaluation, Authorization and Restriction of Chemicals.
An EU regulation to control chemical substances and their uses for protection of human health and environment in the European Union.

TSCA Regulation: Abbreviation for Toxic Substance Control Act.
One of the laws in the United States, regulating manufacture and import of hazardous substances.

JCSCA: Abbreviation for Japanese Chemical Substances Control Act.
A law related to examination of chemical substances and regulation of manufacturing.
Conducts necessary regulation on manufacture, import and use etc., of chemical substances.

Examples of industry organizations
Japan Electronics and Information Technology Industries Association: Industry organization related to electronics technology, electronic equipment and information technology (IT). Japan Machinery Center for Trade and Investment: Export and import trade association related to machines. Japan Electrical Manufacturers' Association: A cross-sectional committee for products related to environment and technology.

Establishment of Chemical Substances Management Framework

As the number of chemical substances requiring regulation is increasing daily, we are establishing a framework to ensure reliable chemical substance management, such as by accurately judging the various impacts and taking proactive measures to ensure compliance with regulations regarding chemical substances for which new regulations are being considered.

Response to New Regulated Substances

  1. Consider environmental impacts
    and predict regulations
  2. Grasp chemical substances contained in products
    Decide prohibition timing
  3. Prohibit to use systematically
    prior to regulation

Establishment of Chemical Substances Management Standards

Pioneer prepared management standards *1 concerning chemical substances in 2003, and established a management system. We determined 7 key substances for complete abolishment (lead, mercury, cadmium, hexavalent chromium, PBBs; polybrominated biphenyls, PBDEs; polybrominated diphenyl ethers, and short-chain chlorinated paraffin) to promote replacement of parts, and achieved complete abolishment *2 in 2006. As a recent worldwide trend, risk evaluations of respective chemical substances are being promoted together with strengthening of regulations concerning chemical substance management.
Examples are the addition of 4 specific phthalic acid substances to the list of RoHS prohibited substances in 2019, the mandatory registration of SCIP DB in the European WFD in 2021, and the prohibition on the use of 5 PBT substances by U.S. TSCA. Our management standards are corresponding to these regulations.

"Standard for Chemical Substances Contained in Products (GGP-001)"

Excludes regulation-exempted usage where contained hazardous substance is authorized by laws or regulations and replacement is not possible.

Management of Chemical Substances Information

In order to grasp the chemical substances contained in products and achieve smooth operations of the system for disclosure and transmission of chemical substance information, Pioneer has adopted an industry standard format, and is engaged in improving the efficiency of information collection throughout the supply chain as a whole. The collected chemical substance information is managed in an integrated environment database, and an information transmission system is constructed to enable efficient reception and delivery of information from suppliers *1 to customers *2. In addition, Pioneer has established Green Procurement Standards to purchase parts and products of low environmental impact from suppliers proactively involved in the global environment preservation.
